Tom MacElhaney, PE - Vice President

Mr. MacElhaney has more than 28 years experience in the precast, prestressed concrete tank industry.   A registered professional engineer, he held several key positions at Natgun Corporation including design engineer, project manager, and regional manager.  Mr. MacElhaney helped develop many of the design and construction concepts currently used by tank manufacturers.

Mr. MacElhaney has also served as President of the New England Water Works Association, the region’s largest and oldest organization of water works professionals. He is the recipient of the 2002 Fuller Award for distinguished service in the water supply field and in commemoration of sound engineering skill and constructive leadership from the American Water Works Association, the world’s largest organization of water works professionals.  Mr. MacElhaney also received the Kenneth O. Hodgson Award from New England Water Works Association in September 2001, recognizing exemplary service and dedication to New England Water Works Association and the water works field.

Mr. MacElhaney is a member of the Tau Beta Pi and Chi Epsilon Engineering Honor Societies, The New England Water Works Association, American Waterworks Association and the Water Environment Federation, and many other professional associations.  Tom currently serves on the AWWA Standard D110 Committee. He received a B.S. degree in Civil Engineering from Northeastern University in Boston.

Bob Barbarisi - Vice President, Construction

Robert V. Barbarisi, Jr., NCT’s Executive Vice President, Construction, has over 20 years experience in the concrete construction industry. As a project manager for Natgun Corporation for more than a decade, Mr. Barbarisi has managed water storage tank projects ranging in size from 250,000 gallons to 29,000,000 gallons. He has completed the construction of some of the largest precast, prestressed water storage tank projects in the country including the construction of two 12.5 million gallon (mg) tanks for the Massachusetts Water Resources Authority designed by Montgomery Watson and two 14.5 mg. tanks for the City of St. Louis designed by Black and Veatch. Mr. Barbarisi also built of one of the country’s largest thermal energy storage tanks, a 5.0 mg tank for Texas Instruments, in Dallas, Texas.  During his tenure at Natgun Corportion Mr. Barbarisi managed construction of more than 60 tank projects in 20 states totaling nearly 200 million gallons of storage; the most in Natgun’s history. 

Highlights of Mr. Barbarisi’s career include the placement of over 2,600 c.y. of concrete covering an area of 89,000 s.f. on each of two 14.5 mg tanks built in St. Louis.  Each “monolithic” floor placement took place over a period of only six hours and ranks amongst the largest concrete pours of this type ever.  He also supervised two 1,600 c.y. concrete floor pours in Ludlow, Massachusetts.  These were the largest single concrete pours of this type completed on a Massachusetts Water Resources Authority project. His projects have received major industry awards including the National Public Works Project of the Year.

Mr. Barbarisi is a member of the American Concrete Institute (ACI) and serves as a member on ACI Committee 372 “Circular Concrete Structures Prestressed by Wrapping with Wire or Strand”.  He is also a member of The Precast Prestressed Concrete Institute (PCI) and The Tilt-Up Concrete Association (TCA). Mr. Barbarisi holds a B.S. degree in Mechanical Engineering from the University of Rhode Island.
